Legal Administration Officer MR-5

The Department of Environment is looking for a dedicated and experienced Legal Administration Officer to join our team at the Head Office in Johannesburg. This is an exciting opportunity to provide vital legal support and strategic guidance within a key government department, ensuring legal compliance and effective operations.

About the Role

As a Legal Administration Officer, you will play a crucial role in managing legal processes, providing expert advice, and supporting the Department’s strategic objectives. This position requires strong legal expertise and an understanding of public service operations.

Key Responsibilities

  • Draft and vet various agreements, including contracts, Memoranda of Understanding (MOUs), Service Level Agreements (SLAs), and contractual documents for bidding processes (e.g., bid specifications).
  • Conduct thorough legal research and provide professional legal advice and opinions.
  • Manage litigation processes and provide comprehensive litigation support.
  • Participate in and contribute to committees involved in the supply chain management process.
  • Facilitate and promote effective working relationships with all internal and external stakeholders.
  • Provide strategic legal direction to ensure the Department’s service delivery achieves maximum impact.
  • Offer statutory support services related to the Promotion of Administrative Justice Act (PAJA), Promotion of Access to Information Act (PAIA), and Protection of Personal Information Act (POPIA).
  • Draft, review, and/or amend legislation and policies as required.

Requirements

Qualifications:

  • Grade 12 certificate.
  • Bachelor of Laws Degree (LLB) (NQF Level 8) or a related qualification as recognized by SAQA.

Experience:

  • A minimum of 8 years of appropriate post-qualification legal experience.
  • Valid driver’s license.

Skills & Competencies:

  • Expert Knowledge Of:
    • The Constitution of the Republic of South Africa.
    • All relevant legislation, including the Public Service Act and Regulations, Public Finance Management Act (PFMA) and Treasury Regulations, PAJA, PAIA, POPIA.
    • Gauteng Nature Conservation Ordinance and national environmental legislation (National Environmental Management Act – NEMA, and Specific Environmental Management Acts – SEMA).
    • Law of contract, supply chain management processes, and litigation processes.
  • Key Skills:
    • Service delivery innovation.
    • Strong management skills.
    • Excellent report writing and drafting skills.
    • Effective facilitation skills.
