Employment Equity Manager (P7) (Human Capital Management Division: Transformation Department)

The University of Johannesburg (UJ) is looking for a dedicated and experienced Employment Equity Manager to join our Human Capital Management Division within the Transformation Department. This permanent position, based at our Auckland Park Kingsway Campus, is crucial for fostering a diverse, inclusive, and equitable workplace aligned with UJ’s vision to be an international university of choice, anchored in Africa and the global south.

About the Role

As the Employment Equity Manager, you will be responsible for promoting and managing the implementation of employment equity policies and practices across the university. Your primary goal will be to ensure compliance with all applicable employment equity legislation, drive meaningful transformation initiatives, and cultivate a culture of equality and inclusion that reflects UJ’s values.

Key Responsibilities

Employment Equity Planning and Implementation

  • Develop, implement, and continuously monitor UJ’s Employment Equity Plan.
  • Provide expert guidance to management on EE policies and best practices.
  • Identify barriers to equity within the organisation and recommend actionable solutions.
  • Support various faculties and divisions in achieving their Employment Equity targets.
  • Maintain accurate Employment Equity records, including meeting minutes and strategic documents.

Legislative Compliance and Reporting

  • Ensure full compliance with all Employment Equity-related legislation (e.g., Employment Equity Act, Basic Conditions of Employment Act).
  • Prepare and submit statutory Employment Equity reports, including annual reports to the Department of Labour and UJ leadership.
  • Analyse workforce demographics and compile data-driven Employment Equity reports.
  • Stay updated on legal developments and ensure university policies remain current and compliant.
  • Conduct regular audits to assess the effectiveness of Employment Equity interventions.

Stakeholder Engagement

  • Collaborate effectively with internal and external stakeholders to promote Employment Equity initiatives.
  • Serve as a key liaison between UJ and regulatory bodies, community groups, and other partners.
  • Actively support campus-wide diversity and transformation initiatives.

Training and Education

  • Design and facilitate engaging Employment Equity training programmes, workshops, and awareness campaigns.
  • Equip leaders and staff with the necessary knowledge and tools to promote equity and inclusion throughout the university.

Conflict Resolution and Advocacy

  • Work closely with the Employee Relations department to address any discrimination or equity-related complaints.
  • Act as a voice for underrepresented groups and promote a culture of fairness and respect within the university.

Minimum Requirements

  • A Bachelor’s Degree (NQF 7) in Human Resources, Social Sciences, or a related field.
  • Five (5) years of proven experience specifically in employment equity and anti-discrimination legislation.
  • A strong track record of developing and implementing employment equity plans in a large organisation, preferably within the higher education sector.
  • Demonstrated in-depth knowledge of South African employment equity legislation and its practical application in higher education or similar sectors.

Required Competencies and Behavioural Attributes

  • Solid knowledge of Department of Employment & Labour regulations, the higher education system, policies, and regulatory environments is advantageous.
  • Ability to design needs assessments and compile comprehensive reports.
  • In-depth understanding of Employment Equity legislation, current trends, and best practices.
  • Strong communication and interpersonal skills, with the ability to engage diverse audiences.
  • Ability to work collaboratively across various faculties and departments.
  • Analytical mindset with practical experience in using data to drive decision-making.
  • Proven leadership and advocacy capabilities.
