

DIRECTOR – DEVELOPMENT PLANNING
The Gauteng Department of Human Settlements is seeking a highly experienced and dedicated Director of Development Planning to join their team in Johannesburg. This is a critical leadership role within the Sustainable Planning directorate, focusing on driving land development and urban planning initiatives across the province.
About the Role
As the Director, you will be responsible for leading and managing the application of town and regional planning principles in land development. This includes overseeing Geographical Information Systems (GIS), conducting environmental impact assessments, and managing key programmes such as rapid land release and the provincial informal settlements upgrade strategy. You will also be responsible for the overall management of your business unit.

What You’ll Do (Key Responsibilities)
- Lead and manage the integration of town and regional planning principles into land development projects.
- Manage the provision of Geographical Information Systems (GIS) and conduct thorough environmental impact assessments.
- Oversee and facilitate the rapid land release programme to address housing needs.
- Administer and coordinate the province-wide strategy for upgrading informal settlements.
- Provide effective leadership and management for your assigned business unit.
Who We’re Looking For (Requirements)
To be successful in this senior role, you must meet the following criteria:
- Education: A Matric certificate combined with an undergraduate qualification (NQF Level 7) in Town and Regional Planning and/or Built Environment.
- Experience: A minimum of 5 years of relevant experience in Infrastructure Project Management at a Middle or Senior management level.
- Certifications:
- A **Pre-Entry SMS Certificate is a mandatory prerequisite** for all Senior Management Service (SMS) positions. For details, visit thensg.gov.za/trainingcourse/sms-pre-entry-programme/.
- Registration with SACPLAN will be considered a significant advantage.
- Licence: Possession of a valid South African driver’s license.
- Essential Knowledge & Skills:
- Strong understanding of relevant legislation, including the Construction Industry Development Board Act (2000), Council for Built Environment Act (2000), National Building Standards Act (1977), Public Service Act (1994), and related regulations.
- Proficiency in financial management frameworks such as PFMA/DoRA/Treasury Regulations, Practice Notes, Instructions, and Circulars.
- Knowledge of Provincial/Departmental Supply Chain Management Policies and the Gauteng IDMS Framework.
- Familiarity with Quantity Surveyors Profession Act (2000) and Property Valuers Profession Act (2000).
- Excellent communication skills, strong client orientation and customer focus.
- Demonstrated abilities in people management, empowerment, financial management, service delivery innovation, and change management.
Package & Benefits
This full-time position offers an attractive all-inclusive remuneration package of **R 1 266 714.00 per annum**.
