The Gauteng Treasury is seeking a Deputy Director General to lead its Provincial Supply Chain Management initiatives. This critical executive position involves advisory and oversight functions for all provincial government departments, municipalities, and entities within Gauteng.

As the Deputy Director General, you will play a pivotal role in shaping and maintaining the regulatory environment for government procurement practices. You will be responsible for ensuring compliance, achieving significant cost savings, and driving socio-economic objectives through effective supply chain management strategies across the province.

Salary Package

This senior leadership position offers a highly competitive all-inclusive package of R 1 813 182 per annum. The package includes a basic salary (70%) and a flexible portion structured according to applicable government guidelines.

Key Responsibilities

As the Deputy Director General, your main duties will include, but are not limited to:

  • Performing advisory and oversight roles for provincial government departments, municipalities, and various entities.
  • Assisting in the implementation of the Department’s Strategic Plan and contributing to the province’s overall turnaround strategy.
  • Managing and maintaining the regulatory framework relevant to government procurement practices.
  • Effectively managing transversal contracts to achieve significant cost savings and socio-economic objectives.
  • Overseeing and monitoring all procurement practices to ensure strict compliance with the regulatory framework.
  • Providing expert advisory services and implementing initiatives aimed at improving the capability of government procurement practitioners.
  • Conducting research, developing, and implementing strategic procurement practices to meet financial and socio-economic goals.

Requirements

To be successful in this vital role, you must meet the following essential criteria:

  • Qualifications: An NQF Level 8 qualification (as recognized by SAQA) in Supply Chain Management, Economics, or Finance.
  • Experience: A minimum of 8 years’ experience at a Senior Managerial level in Supply Chain Management or a closely related field.
  • Key Skills & Attributes:
    • Demonstrated strong leadership skills and the ability to function effectively as a team player at the executive level.
    • Ability to articulate and ‘sell’ the strategic value of supply chain management.
    • In-depth knowledge of sourcing and procurement principles and best practices.
    • Strong negotiation skills.
    • Extensive experience and knowledge of legislative and regulatory requirements governing public procurement.
    • Understanding of standard contractual terms and conditions to effectively mitigate legal risks.
    • Possess a strategic mindset with excellent problem-solving abilities.
    • Ability to apply varying approaches to effectively engage with a dynamic set of stakeholders.
