Scholarship Description:
Young Leaders Program (YLP) 2024 was introduced by the Japanese Ministry of Education, Culture, Sports, Science and Technology in 2001. The objectives of the program are to
- Foster future national leaders in designated countries
- Build up comprehensive human networks among the leaders of nations
- Establish friendly relationships among the countries involved, including Japan
- Improve the quality of policy making in the participating countries
The program is also designed to expand students’ comparative as well as historical knowledge of international/regional politics and economics while providing them with an in-depth understanding of Japanese politics and economy.
- GRIPS introduced the School of Government in 2001, and in 2009, it launched the YLP-School of Local Governance.
- Both programs’ curricula encompass a diverse array of subjects related to public administration and policy development.
- They provide students with the chance to engage in in-depth discussions with Japanese leaders, including politicians, high-ranking government officials, corporate executives, and journalists.
- The program incorporates Field Trip/Workshop I-II components, as well as a final paper based on Independent Study/Research.
- Students also have the opportunity to conduct policy research in collaboration with various institutions, including the central government.

GRIPS Young Leaders Program MEXT Scholarship 2024, Japan. is available to undertake Masters level programs at National Graduate Institute for Policy Studies.

- Monthly stipend:
-for MP1, MP2, PA (during master’s course): JPY147,000;
-for PA (during Ph.D. course), G-cube, STI: JPY148,000
- Application fee, admission fee, and tuition
- An economy-class air ticket from your home country to Japan upon enrollment at GRIPS and an economy-class air ticket from Japan to your home country upon completion of your studies at GRIPS
Eligible Nationalities:
This scholarship is open to international students.
Eligibility Criteria:
- Eligibility for the program requires applicants to be highly promising government officials.
- Applicants should have substantial work experience in public administration, typically a minimum of three years in their home country.
- Admission to the program is based on an evaluation of candidates’ potential to become future leaders in their home countries.
- Candidates should demonstrate the ability to contribute significantly to their countries’ development.
- The program aims to foster lasting friendships and trust between Japan and other nations across the globe.
- Under 35 years of age as of April 1, 2024
- Nationals of countries with which Japan has diplomatic relations.
- Non-residents of Japan.
- A minimum of three years of full-time professional experience in Public Administration is required.
- Students are required to provide proof of English Language Proficiency, with a minimum of 6.0 in IELTS or a score of 79 in TOEFL iBT.
