Chief Director: Transversal Human Resource and Development

The Office of the Premier in Gauteng is seeking a highly experienced and strategic leader to join their team as the Chief Director: Transversal Human Resource and Development. This is a critical Senior Management Service (SMS) role within the Institutional Development Support & Integrity Management Branch, responsible for shaping and overseeing Human Resources (HR) strategies across all Gauteng Provincial Government Departments.

About the Role

As the Chief Director, you will play a pivotal role in ensuring effective human resource planning, development, and management across the provincial government. You will lead key initiatives, serve as a chief negotiator, and manage the overall HR function for the Chief Directorate, contributing significantly to public service capacity building and efficiency.

Key Responsibilities

  • Oversee the implementation of strategic HR planning and reporting across all Gauteng Provincial Government Departments.
  • Lead human resource development and performance management initiatives.
  • Serve as the Chief Negotiator for all Gauteng Provincial Government Departments, coordinating collective bargaining.
  • Manage transversal discipline and dispute resolution processes.
  • Facilitate the development of strategic and annual performance plans for the Chief Directorate.
  • Oversee transversal HR administration services, including recruitment, selection, and performance management for Heads of Department (HoDs).
  • Provide oversight for Organisational Development, Change, and Diversity Management.
  • Coordinate and implement Transversal Employee Health and Wellness programmes.
  • Monitor the implementation of transversal HR frameworks, policies, and plans.
  • Coordinate the Provincial HRM & D Forum and facilitate public service capacity building.
  • Manage the budget, human resources, and assets of the Chief Directorate.

What You’ll Need (Requirements)

  • An NQF Level 7 qualification in Human Resource Management, Social Sciences, Public Administration, Public/Business Management, or Industrial Psychology. An NQF Level 8 qualification would be an added advantage.
  • A valid Nyukela Certificate for entry into the Senior Management Service (SMS) from the National School of Government (NSG) is compulsory. Candidates will not be employed without this certificate.
  • A minimum of 5 years of experience at a senior managerial level, specifically within the HR environment, with proven experience in developing and reviewing HR strategies, policies, and plans.
  • Advanced knowledge of strategy development, management, monitoring, review processes, policy analysis, development, implementation, and review.
  • Demonstrable advanced strategic capability and leadership skills.
  • Strong analytical, conceptual, and writing skills.
  • Excellent leadership, people management, empowerment, problem-solving, and interpersonal skills.
  • Proficiency in programme and project management, human resource management, and other general management skills.
  • Client orientation, customer focus, and excellent communication abilities.
  • Competency in policy development and a solid understanding of legislative frameworks and government procedures regarding public finance, human resources, supply chain management, and public management theory.
  • Ability to work effectively under pressure and willingness to work long hours when required.
