

Director: Internal Human Resource Management

About the Role
As the Director of Internal Human Resource Management, you will be responsible for the comprehensive oversight and management of all human resources functions within the Office of the Premier. Your leadership will be crucial in ensuring that HR services are delivered efficiently and effectively, supporting the overall objectives of the Office.
Key Responsibilities
- Develop and implement strategic workforce plans to attract and retain top talent.
- Oversee the full recruitment and selection process, ensuring alignment with strategic objectives.
- Design and implement training, development, and career management programs, including succession planning and talent management.
- Administer and enhance performance management systems, providing guidance for employee improvement.
- Address complex employee relations issues and promote positive labour relations.
- Develop and implement HR policies, ensuring compliance with relevant legislation and procedures.
- Coordinate the development of organisational structures that support efficiency and accountability.
- Manage all aspects of HR administration.
- Oversee Employee Health and Wellness initiatives.
- Lead transformation programs to promote diversity within the Office of the Premier.
- Manage the strategic and operational plans, as well as the human and financial resources of the Directorate.
What You’ll Need (Requirements)
- An NQF Level 7 qualification in Human Resource Management, Public Administration/Management, Administration, or Industrial and Organisational Psychology. An NQF Level 8 qualification would be an advantage.
- A mandatory Nyukela Certificate for entry into the Senior Management Service (SMS) from the National School of Government. You will not be employed without this certificate.
- At least 5 years of experience at a middle or senior managerial level within a Human Resource Management environment.
- Extensive knowledge of the Public Service Act, Public Service Regulations, DPSA Prescripts, and related legislation.
- Proven strategic leadership, financial, project, and change management skills.
- A strong track record in managing HR functions and leading teams, with the ability to think strategically and implement effective HR solutions.
- Excellent planning, organising, coordinating, analytical, and interpersonal skills.
- Strong communication, networking, negotiation, presentation, and multi-tasking abilities.
- Experience in policy development.
- Ability to work effectively under pressure and willingness to work long hours when required.
Package and Location
This is a full-time position offering an all-inclusive remuneration package ranging from R 1,266,714.00 to R 1,492,122.00 per annum.
The position is based in Johannesburg.
