Chief Director: Provincial Forensic Audits

Are you an experienced and highly skilled professional in forensic auditing or law, looking to lead a critical function within the Gauteng Provincial Government? The Office of the Premier is seeking a Chief Director to head their Provincial Forensic Audits. This senior leadership role involves spearheading fraud prevention, conducting forensic investigations, and upholding integrity across GPG departments and entities.

About the Role

As the Chief Director, you will be responsible for overseeing all provincial forensic audit functions, ensuring robust fraud prevention strategies, and managing investigations. This position requires a strategic thinker with strong leadership, analytical, and communication skills, committed to promoting good governance and accountability within the Gauteng Provincial Government.

Key Responsibilities

  • Lead and manage comprehensive fraud prevention initiatives across all GPG departments.
  • Oversee all forensic investigations and related procurement processes within GPG departments and entities.
  • Develop, review, and maintain Provincial Forensic Investigation Methodologies and Standard Operating Procedures.
  • Manage and update the Anti-Corruption Strategy for all GPG departments.
  • Provide leadership for the administration of National Anti-Corruption Hotlines (NACH) for GPG departments.
  • Establish and ensure strict adherence to investigation protocols and reporting timelines.
  • Review investigation reports and related documentation to ensure quality and compliance with required standards.
  • Integrate lessons learned from investigations into GPG policies and procedures, and ensure widespread sharing.
  • Collaborate with the Public Service Commission (PSC) on developing mechanisms for reporting potential fraud and corruption.
  • Manage and provide comprehensive ICT analytical capabilities for the GPG database.
  • Ensure the development of work plans and the establishment of clear priorities for the Provincial Forensic Audit function.
  • Supervise and monitor the work of investigative teams and contracted specialists, ensuring high-quality outputs and timely delivery.
  • Provide periodic reports to the department and oversight bodies, including the Audit Committee.
  • Build and maintain strong relationships with law enforcement bodies and GPG stakeholders.
  • Conduct regular training to develop and enhance investigation capacity within the Forensic Investigation unit.
  • Effectively manage the human and financial resources of the Chief Directorate.

Who We Are Looking For (Requirements)

  • An NQF Level 7 qualification in Law (BA Law, B Juris, BCom Law, BProc LLB) or Accounting (Bachelor’s Degree in Accounting, BTech Finance & Accounting) or Forensic Auditing. An NQF Level 8 qualification will be an added advantage.
  • Mandatory: Nyukela Certificate for entry into Senior Management Service (SMS) from the National School of Government. (Prospective candidates will not be employed without this certificate).
  • A minimum of 5 years of experience at a senior managerial level.
  • At least 7 years of experience in forensic investigations or law enforcement specializing in commercial crimes.
  • A Certified Fraud Examiner (CFE) qualification is an added advantage.
  • Demonstrated competencies in strategic leadership, change management, project management, and compliance with the Public Finance Management Act (PFMA) and financial regulatory frameworks.
  • Excellent problem-solving, decision-making, analytical, communication, and interpersonal skills.
  • Ability to work under pressure, manage multiple tasks, and work irregular hours when required.

Package & Benefits

This is an attractive all-inclusive remuneration package ranging from R1,494,900.00 to R1,787,328.00 per annum.
