JOHANNESBURG – The Higher Education Minister is embroiled in controversy around recent SETA board announcements.
Sectoral Education and Training Authorities (SETAs) are responsible for developing skills in the sector they serve and they disburse funds mainly from levies due by companies.
They fund skills programmes, learnerships, adult education and training, bursaries and apprenticeships.

They should make sectors more efficient but in some cases they are accused of doing the opposite, of wasting funds, of financial irregularities and even fraud.
Wayne Duvenage from the Organisation Undoing Tax Abuse (OUTA) and Dr Kershen Pillay from the Graduate Institute of Financial Services discussed these issues with eNCA.
The Department of Higher Education was invited to join the panel, but they declined the invitation.
